The Building and Construction Industry Security of Payment (Amendment) Act (the Act) is anticipated to come into force sometime in 2019. The Act will have significant impact on the adjudication regime and process. To ensure that SMC Adjudicators are aware of the amendments brought about by the Act, SMC will be arranging for a mandatory briefing for all SMC Adjudicators.
This is a mandatory seminar for all SMC adjudicators. You are required to attend one of the two dates stated.
Mr Chow Kok Fong
Mr Chow Kok Fong, Mr Chow Kok Fong is Managing Director of Equitas Chambers Pte Ltd. He is also a Chartered Arbitrator, a Fellow of the Chartered Institute of Arbitrators, Principal Mediator with the Singapore Mediation Centre (SMC) and is accredited as an arbitrator with several other bodies. Mr Chow has had a distinguished corporate career spanning three decades, much of which was spent at the helm of corporate and public entities in real estate, construction and civil aviation, including Changi Airports International Pte Ltd, the Construction Industry Development Board (now the Building and Construction Authority), Capitaland Commercial Ltd, City Developments Ltd and Guthrie GTS Ltd. He serves on the Board of Directors of the SMC and is the Honorary Editorial Consultant of the Asian Journal on Mediation.
Mr Edwin Lee Peng Khoon
Mr Edwin Lee Peng Khoon was recommended for infrastructure and energy (AsiaLaw Profiles, 2007), he has advised on local and overseas projects and these include joint ventures, consortium arrangements and the review and drafting of an assortment contracts for engineering, infrastructure and building works. Projects where Edwin’s legal and commercial acumen proved invaluable include luxury hotels, industrial buildings, condominiums, roads and tunnels, mass rapid train stations, oil tanks, offshore rigs and jetties, and power plants. Edwin has also recently advised the Singapore University of Technology and Design (SUTD) on its contracts and tender documents for Singapore’s fourth university. Edwin is an accredited adjudicator with the Singapore Mediation Centre, and a member of the Construction Adjudication Accreditation Committee, which oversees the selection and assessment of adjudicators. He is extremely familiar with the adjudication regime, having acted as Counsel in numerous adjudications whilst also possessing crucial insight into the minds of decision-makers given his experience as both Adjudicator and Review Adjudicator, hearing adjudications and adjudication reviews
Mr Mohan Pillay
Mr Mohan Pillay is the Joint Head of Singapore Joint Law Venture, Pinsent Masons MPillay LLP and Managing Partner of the Singapore constituent practice of MPillay. He is a Singapore and UK qualified lawyer with nearly 30 years of experience in commercial litigation and regional arbitration work, particularly in construction and engineering projects. He has appeared as lead Counsel before the High Court and Court of Appeal in Singapore. Mohan is a Chartered Arbitrator & accredited Adjudicator, and on Panels of SIAC, SIArb and KL Regional Centre for Arbitration. He is currently Co-Chair of the Dispute Resolution & Arbitration Committee, Inter-Pacific Bar Association (IPBA). His past appointments include President, Singapore Institute of Arbitrators (2011-2013), Chairman of the Society of Construction Law (Singapore) (2008-2010) and Committee Chair, International Construction Projects Committee, IPBA (2007-2009).
