Accreditation Ceremony for Mediators from the Construction
Industry and Seminar on Mediation : The Better Approach to
Managing Construction Disputes

On 25 April 1998, the Singapore Mediation Centre ("SMC")
accredited another 27 mediators to its Panel of Mediators at
an Accreditation Ceremony held at the City Hall Chamber. The
ceremony was hosted by the Honourable Justice Goh Joon Seng,
Chairman, Singapore Mediation Centre. The Guest of Honour
was Associate Professor Ho Peng Kee, the Minister of State
(for Law and Home Affairs.

The 27 new mediators are persons of standing from the
construction industry and included the most respected
architects, building contractors, engineers, project
managers and quantity surveyors. They were nominated by
their own peers as persons who have the necessary influence
and temperament to handle mediation. All attended an
intensive SMC mediation workshop and were individually
assessed on the last day of the workshop. They were the 70%
of the workshop participants who were found to be qualified
for accreditation.
For the people in the construction industry, it would mean
more mediators with the relevant expertise and knowledge to
help them to resolve their differences. For lawyers, it
would mean a better equipped Panel of Mediators to better
serve their clients' needs.
The accreditation of more construction mediators was in
response to an increased demand for the mediation of
construction disputes. The SMC anticipates even more
mediation of construction disputes in the near future,
especially since the new edition of the Public Sector
Standard Conditions of Contract ("PSSCC") will contain a
mediation clause referring all disputes to the SMC. The
PSSCC accounts for about 60% to 65% of all construction
contracts in Singapore.
The Accreditation Ceremony was followed by a Seminar on
"Mediation: The Better Approach to Managing Construction
Disputes". This seminar was jointly organised by the SMC and
the Advisory Committee on Construction Mediation ("ACCOM").
One of the aims of the seminar was to educate those in the
construction industry and to expose them to the benefits of
mediation. The seminar concluded with a very lively Question
& Answer session, and a discussion of the many real life
instances where lawyers have saved their clients time, court
fees, management time and sleepless nights with the use of
mediation.
ACCOM was formed by the SMC on 22 November last year. The
members of ACCOM are the Association of Consulting Engineers
Singapore, Institution of Engineers Singapore, Singapore
Contractors Association Limited, Real Estate Developers'
Association of Singapore, Singapore Institute of Building
Limited, Society of Project Managers, Singapore Academy of
Law and the SMC. There are also representatives from the
public sector, namely the Housing & Development Board,
Construction Industry Development Board, Board of Architects
and the Public Works Department.
